Local guide
Ask the Building Division before you assume an exemption
La Mesa publishes a permit FAQ and takes applications online. Window work sits next to remodel, energy, and egress rules.
This is an independent referral guide. It connects homeowners with independent providers and may receive compensation. It is not a licensed contractor and it does not do the work.
What the city actually says
The Building Division FAQ says permits are required for residential remodels and for many alterations, and it tells you to contact them if you are unsure. It also points people to the online permit portal.
Do not copy a third party fee or a promise of same day approval onto your project. Those numbers are not the city.
Egress, flashing, and the village
Bedrooms need a usable emergency opening. Baths and doors have safety glazing locations. A replacement that changes the rough opening is a framing question.
If the house is in the village historic area, ask Planning whether the frame and grid pattern need a look before the order is placed.
